OneTrust, Osano and Usercentrics tied as the answer to this category: each was named in 4 of the 6 buyer questions we ran through ChatGPT and Gemini on 6 August 2026.
We asked the two assistants the same category six ways a real buyer phrases it, from the bare "best consent management platforms" through "best free," "most affordable" and "recommendations," one live web search each, and logged every product named and every domain cited. Nineteen distinct products surfaced across the 6 answers, but only those three reached 4 of 6, and only two more, Didomi and Enzuzo, reached 3 of 6.
The list drops off fast after the top five. No other product was named in more than 2 of the 6 answers (33%). Six tied at exactly 2 of 6, namely Consentmanager.net, Cookiebot, CookieYes, Ethyca, Iubenda and Termly, and eight more were named in just 1 of 6 (17%). So a marketing team watching only the headline "best" query would see a very different world from a buyer who adds one budget word.
How the shortlist changed when the buyer changed one word
The single most useful finding is that this is not one shortlist, it is several. The bare "best consent management platforms" returned 8 names with an enterprise flavour: OneTrust, Usercentrics, Didomi and Osano, plus Ketch, Consentmanager, CookieYes and TrustArc. Ketch, Consentmanager and TrustArc appear in this phrasing and nowhere else across the 6 answers.
Add the word "free" and the answer almost resets. "Best free consent management platforms" also returned 8 names, but only 2 of them, Osano and CookieYes, carried over from the bare "best" list. The other 6 were budget names the enterprise query never produced: TRUENDO, Iubenda, Cookiebot, Seers, Consentmanager.net and Termly. TRUENDO and Seers each appear in this one sub-question and no other.
"Most affordable consent management platforms" gave a third, overlapping but distinct set of 7: Iubenda, Consentmanager.net, Axeptio, Termly, Cookiebot, Usercentrics and Ethyca. It shares 4 names with the "free" answer (Iubenda, Consentmanager.net, Termly and Cookiebot), drops Osano, CookieYes, TRUENDO and Seers, and pulls Usercentrics and Ethyca back in. Axeptio is the only product that appears here and in none of the other five answers.
Here is the cleanest proof that phrasing rewrites the answer. OneTrust, tied for most-named at 4 of 6, shows up in the "best," "small teams," "what should I use" and "recommendations" answers, and is completely absent from both "best free" and "most affordable." The product the assistants treat as the category leader disappears the moment a buyer signals a budget.
"Best consent management platforms for small teams" returned 6 names and brought in two of its own: Sourcepoint and CookieScript appear only in the small-teams answer. Counting across all six phrasings, 8 products (Axeptio, Consentmanager, CookieScript, Ketch, Seers, Sourcepoint, TRUENDO and TrustArc) each surfaced in exactly one sub-question. Measure only the bare "best" query and you miss every one of them.
Where the answers came from
Three domains fed all 6 answers (100%): reddit.com, and two vendors' own sites, enzuzo.com and usercentrics.com. No other source matched them, and the next most-cited domain, g2.com, appeared in 5 of 6.
Here is the insight for anyone selling in this category: 10 of the 15 source domains are the sites of platforms that were themselves named in the results, and every one of those 10 vendors got named. Usercentrics' own site fed 6 of 6 answers and Usercentrics was named in 4 of 6; enzuzo.com fed 6 of 6 and Enzuzo was named in 3 of 6; ethyca.com fed 4 of 6 and Ethyca was named in 2 of 6. The page that gets cited tends to name its own author.
Review directories showed up unevenly. G2 was the second-most-cited domain, feeding 5 of the 6 answers (83%), and Gartner fed 2 of 6 (33%). Capterra did not appear in a single answer, and neither did Quora. The only community source cited was Reddit, present in all 6 of 6.
What a vendor here would actually do to get named
The uncomfortable part is that the source list, not market share, decides who gets named. OneTrust is the largest brand in this market, yet its own domain fed only 1 of the 6 answers, while Enzuzo's fed all 6. Size did not put OneTrust in the "free" or "affordable" answers; presence in the cited pages is what carried smaller names there.
So the play is concrete. Be in the exact sources these answers already read: a genuinely useful Reddit thread (cited 6 of 6), a real G2 presence (5 of 6), and above all your own comparison and roundup pages, because vendor sites were 10 of the 15 sources and each one carried its owner into the answer. And because "free" and "affordable" pull a nearly separate list, a vendor chasing budget buyers has to be named on budget-framed pages specifically, not only on a generic "best" page.
